i CAN SEE NO CRITERION WHERE THE SUBSTANTIAL REDUCTION OF A PURCHASE PRICE QUALIFIES AS A CASH MATCH. I believe the cash match is a vital part of the grant process, as us by-in from the community in terms of individual donations. while this is a well-intended project and has value to the arts community, I do not believe it meets the minimum threshold for state funding.

I am concerned about the financial stability of this project. Revenue in the application is stated at $100,000. Bank statement presents $39,000. Match is half the value of the building made up of cash and a pledge. The strength of this application is found in the community impact section. The local partnerships, the goal of community exposure and the commitment to children and the underserved is commendable.

Buying a building and leasing the land that it is on for 10 years is a bad idea, unless the lease is a 99 year lease.

This is a very confusing grant. I am not sure of intrinsic value of building as I saw no proper valuation of the building...did I miss it? Who is determining what the building is actually worth? Therefore I am not sure about the owner donation of a reduction in price. Programming is somewhat confusing also. 

Also a 3 or 4 car parking lot is simply not adequate to run any kind of business. Are there other parking lots available in the neighborhood? I doubt the City will issue an occupancy liscense. 

I am going to have to wait for grant review to give this grant a decent score..

Very confusing grant application. Is the money and 1 in-kind donation to purchase a commercial building, a building and lease of land for ten years or to purchase building and land? What happens in ten years when the land lease is up? There is only a one-paragraph letter of interest to sell, where is the lease and sale details? What are the terms of the lease? Does property owner have rights to sell or lease to someone else before the grant is fully funded? Support materials were mostly addressing projects in past. Where are the letters of support from the community for this project? No real need from community shown. What will the future programming look like? Why no letters from those who are lined up to use space? Why are there not more donors for this project? What will floor layout for galleries and office look like in the small space? Or will this building be dedicated to just office space and gallery space is somewhere else? Not enough details on need, scope or impact. No mention of how this project would fit into the Divisions stated goals for these grant funds. No mention of addressing accessibility.

Ask for clarity on who is part of the donor profile for matching funds.

Need clarification on non-profit and for profit use of new building.

Reference in operating forecast states attracting more full time staff.  Is that reflected in the budget?

Hard to understand how the new space will only generate a net of $20k.  Ask for clarification.

Environmental impact doesn't say much about this specific proposal.

Is project COAT run by GAC?

Need stronger support materials.  Letters are good, but looking at collage images isn't enough to understand the mission, purpose, vision, and activities of GAC.

Sometimes artists and entrepreneurs are much better at creating art and new ventures than they are at explaining of fitting into government structures.  The relationship between Clare Vickery's businesses and the non-profit seem very blurred which is a problem for government funding.

There seem to be only two contributions to this project.  One cash and one in-kind. I'm afraid that this would tip the organization's public charity status with the IRS into a private foundation.

Buying a building that has only 10 years guaranteed of staying on the land doesn't seem like a good investment.

Why doesn't the non-profit run the gallery and make 100% of the approximately $10k in sales instead of $1k of the sales.  If they own the building they shouldn't need the cash flow of the $500/month in rent.  And is that a commercial rate for rent in that area?  It seems like we might be subsidizing a for-profit business.  Is the staff paid by the non-profit?  Do they run the for-profit gallery?
