A description of who is applying and organizational information was well identified.

A description of the target population, demographics, target population statistics , etc., were appropriately provided.

A description of the unmet need was provided.  There was no explanation of what a Right Time kiosk is, how many kiosks or where the kiosks are located.  Are there kiosks in all 67 counties where patrons may not have access to the internet or a library card?

The description indicated users accessed the service via their smartphone or tablets, which indicate those 55.7% of users do have internet access and other relevant sites revealing the need is relatively weak for this type of service.

Indirect costs were not explained or justified at 10%.

Reduce funding by 5%. Recommend funding at $52,507.

Noted concern shared with panel that information can fall out of date quickly and it seems like the plan to keep it up to date can be a bit disjointed.

I wonder if this should be migrated to a competitive grant rather than a state-wide grant.

An open question is how much this service is used by residents across the state.  This information is not included with the application.

Recommend 5% deduction to $52,507.

NEED number 4.  “Persons most in need have trouble getting a library card and/or WiFi enabled devices…” How then are they going to use a website like this one? Is a website the best way to serve that population?

CONTRACTUAL SERVICES - MARKETING: The budget says that $6,500 is requested. The narrative says $5,000 is requested.  Which is correct?

ACTIVITY 3: Update County Information

The grant says, “Continuing efforts to update the data that has been added to the Right Service at the Right Time. Staff will continue working from the oldest data entered and will complete a review of 6 counties.” “…This is necessary as only one county updates their own information due to the time required to vet the data.”

  ---  Florida has 67 counties. It appears, then, that it takes more than a decade to update the content on this website based on the “review 6 counties” statement in Activity 3. Is ten-year-old information adequate and accurate? How often is Orange County's information updated? Does that indicate how often the others should be updated?

  ---  If this service is valued across the State, why won’t libraries in any other counties update their information?  Lack of time is not a valid excuse for libraries that are not updating their information.  Entering/vetting information about the social services available in a given county is not difficult for librarians who routinely provide this information for their users as a basic service of public libraries.

Concerning the value of the service, it would be interesting to see the results of a survey, or better yet a series of focus groups, of all public library directors in Florida about how much they value the service, or don’t value it, and why they don’t update it. Has such a survey been done recently?
